Illegal parking = Illegal cycling?

Illegal parking, could lead to illegal cycling (on the footway)

This picture illustrates the problem with on-road cycleways.  The prevent legal parking of vehicles.  This is a common problem on this road (Shorncliffe Road,  Folkestone).
